On July 15, 1908, a number of Brethren recognized by each other as Master Masons assembled at the I.O.F. Hall in Burbank, California for the purpose of taking the necessary measures for establishment of a Lodge of Free and Accepted Masons in Burbank: Brother Willard A. Coon acting as temporary chairman.
The following Brothers were nominated as officers for recommendation to the Grand Master: Brother Willard A. Coon for Master, Brother Edward Fisher for Senior Warden, and Brother Charles B. Fisher for Junior Warden.
This newly founded organization was to be named "Burbank Lodge." The necessary committees were appointed to find a suitable meeting place, prepare a petition to the Grand Master for dispensation, secure the necessary working tools, aprons, lodge furnishings, etc., and to raise the necessary funds for expenses.
Second Preliminary Meeting
The second preliminary meeting was held in the Burbank State Bank Building on February 25, 1909, at which time the following Brothers having secured the necessary demits from their respective Lodges, signed the petition for a dispensation.
Willard A. Coon, Edward A. Fisher, Charles B. Fisher, Ralph O. Church, Walter A. Lovering, George H. Wood, Addison Sence, Wilbur Townsend, George M. Olin, Charles W. Catlin, John C. Conway, James D. Hale, Edward P. Jennings, Warren Forbes, Eugene W. Cook, George E. Huse, Charles E, Salisbuy, Henry A. Church, Barrillia V. Greenwood, Henry W. Rouscup, Charles P. Nesselroad and Fredrick H. Fainot. Lodges from eleven states were represented in this group.
Brother Charles B. Fisher and R. O. Church were appointed to present the petition for dispensation and accompanying demits to the Unity Lodge Number 368 at Glendale, California and ask that they recommend to the Most Worshipful Oscar Lawler, Grand Master of Masons in California, that he issue a dispensation for establishment of Burbank Lodge. Worshipful Brother Dan Campbell, Master of Unity Lodge made the necessary recommendation to the Most Worshipful Grand Master.
The committee appointed to secure a meeting place reported that they had aranged with Brother George H. Wood to build a second story over the store building he was erecting on San Fernando Road in Burbank, and that the rooms were now ready for occupancy at a rental of $200.00 per year.
Third Preliminary Meeting
On June 9, 1909 the third preliminary meeting was held in the new lodge rooms in the wood building; the chairman reporting that the officers had passed the examination given them by Worshipful John H. Bean, Inspector of the 53rd Masonic District, and that they now had Certificates of Qualifications.
First meeting under dispensation
The Grand Master, having been pleased to grant the request of the petitioners, the first meeting under dispensation was held on Thursday, July 1, 1909, at which time a uniform code of by-laws was adopted and regular meetings set on the first Thursday of each month.
The committee on furnishings reported that they had purchased the necessary chairs, desks, etc., Also, that the necessary piping and fixtures had been installed in the new lodge rooms so the gasoline could be used for lighting purposes.
The first petitions for the degrees in the new lodge were received from the following: Mr. Judge Shelton, Mr. Elmer H. Thompson, Mr. Harry C. Dunning, Mr. Clayton Ogier and Mr. William P. Craig
The last meeting of Burbank Lodge under dispensation was held September 2, 1909; fourteen new members having been admitted either by affiliation or initiation.
First meeting under charter
On October 22, 1909, the Grand Lodge of California was opened in Burbank Masonic Hall for the purpose of Constituting Burbank Lodge and installing its officers. The Grand Master being unable to be present in person had authorized the Right Worshipful Deputy Grand Master Dana R. Weller to act as his proxy. The acting Grand Master appointed the following Brothers to assist him in opening Grand Lodge:

After Grand Lodge was opened, the Ceremony of Constituting and Dedicating Burbank Lodge was performed in accordance with Ancient Usage.

At the Stated Meeting held October 10, 1910, the Worshipful Master was appointed as a delegate to Grand Lodge and the sum of $30.00 was appropriated to pay his expenses.
At the stated meeting held March 5, 1914, Brother C. E. Davidson presented to the lodge a tin tube to hold the charter. This tube is in use in Burbank Lodge at the present time. During the year of 1914, seventy-eight chairs were purchased by the lodge from the Independent Order of Forresters at twelve and one-half cents each. These chairs served the lodge until January 1931, a period of some sixteen years.
